Our Mission
The National Coalition of Anti-Violence Programs works to prevent, respond to, and end all forms of violence against and within LGBTQ communities. NCAVP is a national coalition of local member programs, affiliate organizations and individual affiliates who create systemic and social change. We strive to increase power, safety and resources through data analysis, policy advocacy, education and technical assistance.
Our Goals
1. Federal and State Policy: advocate to make federal legislation, policies, funding and priorities more LGBTQ-inclusive. Continue to advance NCAVP’s priorities and engage in administrative advocacy with the Department of Justice Offices (Office for Victims of Crime, Office on Violence Against Women – OVW, and the Department of Health and Human Services.
- Assist OVW and OVW funded programs in the implementation of the reauthorized Violence Against Women Act (VAWA), including the implementation of the new non-discrimination provisions
- Actively engage in advocacy to re-authorize the Family Violence Prevention Services Act (FVPSA) and Victim of Crime Act (VOCA), and VAWA with explicit provisions addressing the needs of LGBTQ survivors of violence, as well as to support other legislative advocacy efforts that advance NCAVP policy priorities
- Advocate for the repeal and prevention of anti-trans and anti-LGBTQ initiatives that put LGBTQ communities at risk, and in particular use our authority in the public safety field to combat the false claims that these efforts increase safety.
- Monitor and ensure implementation of the Presidents 21st Century Policing Task force recommendations through NCAVP’s work with the LGBTQ Criminal Justice Federal Workgroup and other efforts.
- Create and revise as needed NCAVP policy platform(s) to allow NCAVP to research and take action on federal policy issues
2. Research and Evaluation
- Produce two annual reports (Intimate Partner Violence and Hate Violence)
- Increase national and local Member Program capacity for monitoring and evaluation of projects including data documentation, data analysis and collection, and evaluation tools.
- Evaluate NCAVP research processes and reports and identify gaps in overall research of violence against LGBTQ communities to determine NCAVP research priorities for future work.
3. Movement building and Member Development: Continue to support NCAVP member programs and grassroots leaders and organizers engaged in innovative anti-violence work nationally.
- Advise NCAVP membership to better serve the most marginalized communities disproportionately impacted by violence based on the work of the Movement Building Committee.
- Continue to collaborate and recruit organizations focused on reducing and preventing violence impacting traditionally neglected LGBTQ communities including transgender communities, people of color, youth, disability communities, older adults, and bisexual communities and organizations located in the southern region of the United States.
4. Technical assistance
- Continue to coordinate the National LGBTQ Training and Technical Assistance Center for anti-violence issues by coordinating a national resource bank, listserv and warm line
5. National LGBTQ Domestic Violence Institute
- Work as a foundational partner to ensure success of the LGBTQ Learning Center Institute and its project goals, objectives and outcomes related to domestic violence in LGBTQ communities.
- Coordinate and ensure responses to training and technical assistance requests from NCAVP member programs.
